On January 15th, 2004 the national Council of Labor Affairs (CLA) assumed responsibility for issuing foreign teacher's work permits from local city and county Departments of Education. The resulting transfer has altered the landscape for foreign teachers working in Taiwan. One policy the Council of Labor Affairs has fundamentally revised: ARC (work permit) transfers. They are now not necessary.
